On Problematic Issues in Health Care Reform

Abstract

Defining the model of the healthcare sector and its tactical and strategic direction, with adequate funding, internal resources, material and technical capacities, their rational use, effective coordination by health authorities at different levels, interaction between science and practice, private medicine opportunities, and support from all branches of government, the public, mass media and politicians can produce positive results, provided that outdated intersectoral economic and interagency mechanisms in healthcare that hinder reform are eliminated.
